  14.           STATEMENT BY THE PRESIDENT ON THE END OF THE
  15.                CAMPAIGN FINANCE REFORM FILIBUSTER
  16.      
  17.      I congratulate the Senators from both parties who voted to 
  18. break the filibuster of campaign finance reform.  Today, the 
  19. Senate showed it has heard the American people's demand for 
  20. change.  I have long believed that we will not give the middle 
  21. class the economic growth and health care reform it needs unless 
  22. we also reform our political system.  Today's vote is a 
  23. breakthrough in the fight to give the government back to the 
  24. American people.

  26.      The stage is now set for passage of campaign finance reform 
  27. legislation that limits spending, curbs the special interests, 
  28. and opens up the airwaves to greater competition.  Make no 
  29. mistake; this legislation, while it necessarily contains 
  30. compromises, will change Washington for the better.
  31.  
  32.      This must be only the first step in our effort to ensure 
  33. that Washington works for the national interest, and not narrow 
  34. interests.  I urge the Senate to pass this legislation tomorrow. 
  35. I urge the House to act quickly on its own campaign finance 
  36. reform bill.  And I urge the Congress to move forward on lobby 
  37. disclosure legislation, that brings the activities of lobbyists 
  38. into the sunlight of public scrutiny.
